по представлению президента России.
С 1 июня 2012 года вступил в силу закон Российской Федерации, возвращающий прямые выборы высших должностных лиц региона.
В Советском Союзе, как известно, губернаторов не было.
О том, кого и как назначали губернаторами в дореволюционной России, какие обязанности
они выполняли, рассказывает историк Евгений Ардабацкий.
Губернатор (от лат. gubernator) –
правитель. В дореволюционной России начальник губернии, осуществлявший
административные, полицейские и военные функции.
Должность губернатора была учреждена Петром I в 1708 г.
при первоначальном разделении страны на 8 губерний.
В руках губернатора была сосредоточена вся
полнота власти на местах – административная, полицейская,
судебная, финансовая. При проведении второго этапа областной реформы в 1719 г.
первоначальные пределы власти губернатора
были сужены: в его руках оставались
только военные и судебные дела, по которым ему подчинялись воеводы провинций.
В то же время воеводы были самостоятельными по части финансовой, полицейской, хозяйственной и подчинялись здесь непосредственно коллегиям – прообразам министерств.
В территориальном плане по указу 1719 г.
губернатору подчинялась только провинция губернского города.
Так первоначальными, но не совершенными еще областными реформами петровского периода
было положено начало движению российского законодательства по вопросу о губернаторской должности.
В первоначальном виде областные учреждения, в том числе и должность губернатора, существовали без изменения до 1727 г.

При преемниках Петра Великого в компетенцию губернаторов входили конкретные практические и повседневные задачи жизнедеятельности государства на местах.
Губернаторы обязаны были исполнять законы и распоряжения, исходящие от верховной власти, сената и коллегий, охранять тишину и спокойствие на вверенной территории,
осуществлять некоторые военные,
финансовые и судебные функции через свои канцелярии.
С 1763 г. каждому губернатору для содействия в исполнении законов
была дана воинская команда.
